The I-39/90/94 Corridor Project will reconstruct the Interstate mainline between US 12/18 in Madison and US 12/WIS 16 in Wisconsin Dells, as well I-39 from where it splits from I-90/94 to Levee Road near Portage. The project will also reconstruct 15 existing interchanges and build two new interchanges. The project corridor is approximately 67 miles long and travels through Dane, Columbia, Sauk and Juneau counties.
I-39/90/94 is a principal arterial highway and part of the Wisconsin Backbone System. It serves as the primary long truck route and regional vehicle corridor through Wisconsin. It is an essential component of Wisconsin's economy. This segment connects the Madison metro area to Wisconsin Dells and tourist destinations in northern Wisconsin and links major metropolitan centers Minneapolis and Chicago. Growing traffic volumes, crash numbers, and roadway and bridge deterioration has prompted WisDOT to address the corridor to maintain its viability in the future.

System interchange is used to identify interchanges that connect two or more freeways such as I-39/90/94 and US 151. System interchange connections are planned to be high speed and free flowing to provide all directional movements. A service interchange applies to interchanges that connect a freeway with local surface streets or arterials. Service interchange ramps may be low speed, free flowing, or may require a stop at the connection to the local or arterial street.

During the project, WisDOT will conduct Public Involvement Meetings (PIMs) at various locations throughout the corridor, as well as an annual virtual PIM for all stakeholders.

The Federal Highway Administration and the Wisconsin Department of Transportation released the approved Final Environmental Impact Statement (FEIS) and Record of Decision (ROD) on the I-39/90/94 Corridor Study on December 5, 2024.
An Environmental Impact Statement (EIS) is a document that the National Environmental Policy Act (NEPA) requires for federally funded actions that could significantly affect the quality of the human environment. An EIS is a tool for decision-making, detailing a proposed action's positive and negative environmental effects. The ROD is the conclusion of the NEPA EIS process. The ROD document is prepared after the FEIS and identifies the preferred alternative.
The FEIS/ROD selected the preferred alternative and presents the basis for the decision and provides information on mitigation measures that will be taken to offset impacts. The FEIS/ROD is the final environmental approval needed before proceeding to final design and construction. Modification to the project design as well as new and updated project information are included in the FEIS/ROD. It also reports the results of the July/August 2024 public hearing as well as public and agency comments on the Draft Environmental Impact Statement.
