Final Environmental Impact Statement and Record of Decision (FEIS/ROD)

The Federal Highway Administration and the Wisconsin Department of Transportation released the approved Final Environmental Impact Statement (FEIS) and Record of Decision (ROD) on the I-39/90/94 Corridor Study on December 5, 2024.

An Environmental Impact Statement (EIS) is a document that the National Environmental Policy Act (NEPA) requires for federally funded actions that could significantly affect the quality of the human environment. An EIS is a tool for decision-making, detailing a proposed action's positive and negative environmental effects. The ROD is the conclusion of the NEPA EIS process. The ROD document is prepared after the FEIS and identifies the preferred alternative.

The FEIS/ROD selected the preferred alternative and presents the basis for the decision and provides information on mitigation measures that will be taken to offset impacts. The FEIS/ROD is the final environmental approval needed before proceeding to final design and construction. Modification to the project design as well as new and updated project information are included in the FEIS/ROD. It also reports the results of the July/August 2024 public hearing as well as public and agency comments on the Draft Environmental Impact Statement.

Noise Analysis Process

WisDOT completed a full noise analysis during the preliminary design and the environmental documentation phase of the I-39/90/94 Corridor Study. The results, along with the proposed barrier locations, were published in the Final Environmental Impact Statement (FEIS) and Record of Decision. The FEIS can be found above.

Twelve noise barriers were determined to be feasible and reasonable during the study phase. A barrier will be included in the project if it receives a vote of support by a simple majority of all votes cast by the property owners and residents benefited by the barrier.

Ballots will be sent to eligible voters via certified mail. The voting process, which includes a public involvement meeting (PIM) about the noise barriers, will occur during final design. A PIM will be held for each potential noise barrier location. Some noise barrier locations may be combined into a single PIM. These meetings will provide owners and residents of the surrounding area with an opportunity to ask questions about the noise barriers.
